Chronicles the dramas of the struggle for parliamentary democracy in the latter half of the eighteenth century, focussing on the lives of two different poitical reformers: Thomas Hardy and John Cartwright.  The former founded the London Corresponding Society, the first poltiical organisation for working men, the latter was a member of the landed gentry who who drew support for his Society for Constitutional Information from the educated middle classes and the aristocracy.

In 1794 charges of treason were brought against both societies, and author Ray Hemmings documents both trials.
